Two ways to make the admin panel pop-up:

1\. Change the source code:

2\. Change your keyboard language:
Win7/Vista: Search for "language" press on "Region and Language"
Press on the tab named "Keyboards and Languages" and then "Change keyboards..."
Now choose "English (United Kingdom)" press Apply and OK.
If you doesn't have that language, press on "Add" and find it.
(Don't know about WinXP or older, haven't used it for ages)

It's called a joke. The reason I deleted the topics was because I just re-uploaded the client, added an "/admin" command to bring up the panel and switched the hotkey to 'Insert'.

Grow up.
