Would it be possiable to make a EO on visual basic 2010?

DirectDraw 8, DirectDraw 9, DirectDraw 10 and DirectDraw 11 are all non-existent. DirectDraw has been discontinued and the last release is DirectDraw 7\. Also, transparency isn't a feature offered by VB.net or _any programming language_, but by APIs like GDI+, Direct3D, etc. and can be perfectly done in DirectDraw 7 as well, with the help of an alpha blending DLL written in Assembly/C.

Yes, but VB.net wouldn't be a good choice at all (cfr. all the replies I've ever posted concerning VB.net et al.).
