If you are trying to rotate a weapon or w/e it will become blurry and wont look good ingame.I've found this program that will rotate your pixelart without making it look bad.http://info.sonicretro.org/RotSpriteIt's veery timeconsuming though. But havent found another way to do this. If yes, no it doesn't. You can easily flip with other programs. MSPaint as example.
