I can answer this! It's PHP coding. If the server is running, it send a message to the PHP script saying to display "Online" if the server is off, no message is recieved, therefore it reads "offline" Basically how it works.

I'm still working on planning, alot to decide on. And I don't have a working server/client on this computer. =/
