Pixel art - Hue Shifting

I've been doing pixel art for quite a while for a multitude of purposes and have recently decided to finally learn the hue shifting technique as I'd like to create a colour palette for my project, this is because we have multiple artists working together, I want to create a harmonic palette that can be used through the entire game unifying the game and artificially forcing the artist's individual styles together.

I can't however do it. I've read multiple tutorials on the topic, even watching a video of it in action, and I still can't wrap my head around how it's actually achieved. What values have to be changed and how much should they be changed by to retain the harmonic effect? Also, what would a good number of colours be? I was thinking 9 different colours for every base colour, to allow for artistic complexity.
