Pretty easy, plus, pretty easy to apply to the tiles. Open up a tile set in Photoshop. Select every tile, except for the purple, transperacy. While selected, duplicate it to have a second layer above the root later. Having the new duplicated layer selected, go to FILTER > BLUR > GUASSIAN BLUR > apply a value of 1.5 or 2.0 and hit OK. While selecting the layer that has been blurred, hit CTRL + U to open up the color editor. Slide the middle GLIDER to the left to saturize the blur. Now, having the blurred/saturized layer selected, put the layer on Overlay or Soft Light.

Give me the exact same GUI without the logo on it, and I'll make a better one. The latest is indeed an improvement.

Right, the buttons share the same font as the logo. Try to seperate those. Also, the buttons are so flat. Try to emphazize them with some embossing. :)

Alright, I guess it's time to show you guys our "Sample" particle engine. This is WIP and just shows you what we can achieve using a particle editor. Particles can be used for environmental situations or even skills. I like the fact that the green doesn't follow generic colours, but uses semi cyanish.
