Hey guys I have a few questions.
1\. Is there any way to implement an npc that players could talk to in game to make a guild?
2\. Could you edit the options the npc gives to the player like guild name and stuff?
3\. If so could someone tell/teach me how?

Yes; scripted NPC.

Yes, scripted NPC with custom menu.

It's actually quite simple after learning the basics of scripting, and going though some tutorials.
Check the Scripting Tutorials section, once you know sadscript, find a tutorial on custom menus, then have a Scripted NPC execute the custom menu :)
