tbh I agree entirely.

It is possible you may need to be admin to open cmd on your pc.
I have my home pc set to that my daughter cant open it at all(she is only 3), my wife can but many commands are disabled(she cant even do "ipconfig /release" but I can do whatever I want.

My wife's settings are native to her being admin status but not the actual admin account. This may be your issue.
Try using admin account or maybe even safe mode.
