i keep getting a scripting error on this case only

You're not passing the player's index into the "GetPlayerName" function.
It should be:
GetPlayerName(Index)

Also, this would print:

HelloBobHow are you?

You want:

        Call PlayerMsg (index, "Hello " & GetPlayerName(index) &", how are you?", WHITE)

Also, capitalize Call, it might not work otherwise (just a guess).
