I would need a 32x32 grid

You can do so much with just Paint. Honestly, it is the best "simple" program ever. It is so easy to make a grid…

CTRL + E (this brings up the page parameter settings)

(Make sure it is set to pixels, then just type 32 in both boxes)

(Take your friendly tool, the box drawer, and draw pretty red line around the border of the page)

(Ta da, you have a nice 32x32 box, lather, rinse, and CTRL + C the box. Repeat 8 times across, and that is your first line of the grid.)

(Get fancy and make it as long as you want)

Also, in MS Paint, you can create boxes with dimensions. The dimensions can either be shown on the bottom left-hand side of the program, or by clicking CTRL + E (as mentioned above).

It's a grid.  You use it for tilesets.  It'll work for every program that uses 32x32 tiles.

Also, if you mean the dimensions, than yes it'll work strait and fresh for all versions of eclipse.
Lastly, if you mean for sprites then no.  Sprites are RMXP format.
