If you're referring to the resource skills or spells in Eclipse Origins [EO] 2 vBeta, then you must make yourself an administrator with the server after creating a new account/character with the client. Then, you must press the "insert" key and access the administrator panel. Next, to create/edit spells you must open up the Spell editor, create a spell, then create an item with the spell type, acquire that item, and use it to learn the spell. Then simply click the spell to use it.

To use the resource skills, Woodcutting, mining or fishing, you must use the resource editor, create/modify a resource, then save it. Open up the map editor, click attributes, and place the resource attribute on any accessible map tile, then save the map and use the correct tool to use the resource skill and chop down the tree, catch the fish, or mine the ores!
