Adding new character slots?

I know it's been done in CS:DE before (CS), and I was wondering if it could be done in EO.
What I'm talking about is about 3 characters per account, the ability to delete characters, and possibly, but not necessary, the ability to give extra character slots to certain accounts. Is there an existing tutorial for something like this, or someone willing to code something like this for me?

The thing is, I'm not that big of a coder and don't have one at this point for my game. I can do web stuff, but Visual Basic is not my forte. I only know it from EO.
