Yes. You can't connect to your own global ip so your ip should be 127.0.0.1 or localhost and your player's ip should be your global ip.

When you connect to yourself you should either use the IP-address the router has assigned to your computer (e.g. 192.168.1.5), or the loop-back IP-address (127.0.0.1).

When you connect from another computer in the same LAN-network, you should use the IP-address the router has assigned to your computer (e.g. 192.168.1.5).

When you connect from another computer outside the LAN-network, you should use the external IP-address of the first gateway to pass (for most home networks, this is simply your public IP-address).
