Where it says "IP" in the .ini you need to put your _NO-IP host address_.
**Not your IP.**
Otherwise.. That just don't make sense. It completely defeats the point of having NO-IP. You'd have to be really _really_ stupid to think that. It's even in the name; **NO-IP**.
Meaning, you **_do not use an IP address to connect to the server_**.

Like Abhi2011 said, read the "Getting Started" guide:

On another, less suicide-inducing, note; have you added the "Server.exe" to your firewall exceptions and forwarded the port (4000) as Fernz before me suggested?

First: Add a Host.
Second: Host name will be something like this. (game name).no-ip.net
Third: copy your host name and add that to your ip config folder to share with your friends in order
for it to work you MUST turn on the DUC-no-ip program.

1\. 127.0.0.1 is actually just an IP address that will forward the port toward you. Basically it will be sent to the router and the router will send it back to your pc. It is for you to login to the server from the pc you host the server in.

2\. I don't think port's need to be forwarded. (quote from the site)

> Many residential ISPs Block port 80, No-IP Free DNS enables you to run a webserver on a non-standard port, yet users accessing your site never have to enter a port number. For example http://yourname.no-ip.info/ can redirect to http://yourname.no-ip.info:8833/

3\. I have never used No-IP, but still which IP did you give to redirect the address to the server.  It should be most probs your Internal IP. (If that is how it works)
