I found a program called UltraEdit that edits just about any kind of file out there. It has some good features for scripting. I've only had it a few hours, and haven't really messed with it too much, but it is great so far. :)It's only a 45 day free trial, so it's no permanent thing.

If there's something else like this that's free indefinately, let me know.

Some features for editing in Visual Basic:
-List of Subs and Functions (click to go to them instantly)
-Color Coded text
-Find (ctrl+f) Function that can highlight, count, or list all matches.

Just found out that it backs up files automatically when you edit them.
