Talking to NPC's?

I've made a large town. All in "Safe Zone" morality, so players can't be killed (is that right?)

But now I can't talk to the NPCs. Do I change it back and, if so, can players be killed by other players?

you can still die in "safe zones" but no exp is lost.
and to talk to NPCs set them to "friendly" and give them 1 Hp
they will talk and you wont kill them or be killed

Safe zones prevent PvP, but you can be killed by hostile NPCs; but as Tenjimaru said there is no death penalty in that case.

Also if giving the Friendly NPC 1 hp doesn't get them to respond, set atleast one of their other stats to 1 as well.

Oh, I've used Baron's Quest Superscript and none of them want to talk to me.

Baron quest SCript, the first time you use it, makes a .ini file, then you have to fill that out, then talk to them again.

I've done that. I'm not that retarded, haha.
I'm sure the script works, 'cos I've looked over it a couple of times and I've made the correct folders and .ini files too.

Its the talking bit that doesn't work because I've talked to the Quest NPCs and other regular NPCs. Neither respond.
