Steps to No-Ip

I've done every step and it still says my server is offline.
This is how my host file looks like sadly:

the list goes on to over 13000 entries -_- no idea why they're there and don't know if it's affecting anything. Anyways, did I do something wrong?

it's like the server can't connect to the client's setup :/
