Ledges and player height

I want to make it so that there is a tile the moves your sprite up/down by __ pixels
I think this can be done in main under scripted tiles by using:
MovePlayer(ByVal index As Long, ByVal Direction As Long, ByVal Movement As Long)
but honestly I don't understand half of what that means.
Please note that I would also have to make sure they don't decrease height EVEERYTIME they touch these tiles, only when they aren't already down/up.
