use an external hdd for your files/back-ups cheap enough. i don't like w8 but that might be because i never used it. i just don't like all the switching between programs and between the tiled thing and desktop

if you run the server on a computer than yes 24/7 if you run it on a vps than the computer doesn't have to do anything

just a suggestion, but get photoshop, and ask the creator for the psd

you could just use the picbox paint and do it manually it think, might be slow but meh

does the npc have any stats? ie health, mp, attack all of those need at least a few stats
