Help with Zones - Am I doing it wrong?

The maps I have a zone applied to only have the NPC's show up, but none of the weather effects are in effect anywhere, no matter how many different things I try to do differently. I move around the map to see if it will change, I try this for a while. I try switching maps. I tried applying fogs & overlays & taking them off, applying weather through map properties & going through the whole process again. An explanation of what I'm doing wrong or an investigation into the problem would be nice. - Thanks! :D

EDIT: Fully put the Zone Editor through the paces. Everything works just fine. Set it & forget it, everything will work… EVENTUALLY.
