If picScreen is rendering multiple visuals at a constant rate then would it be plausible to think that its pretty much impossible to place anything transparent over it? I ask this because i would like to know if its possible at all before i waste time rewriting a crapton of code just to run into a brick wall.

I've answered this so many times it's not even funny.

**No.** Without re-writing the graphics engine it is impossible to do this properly. Either re-write the engine to be a DD7/D3D7 hybrid or work in DX8\. If you have some spare cash fluttering around then you can pay for a copy of CS:DE which allows for PNG alpha channel textures.

If it was possible I would have added it to the engine. It is not.
