If by modded/hacked you mean to gain extra gold, items, et cetera, then no.

If by modded/hacked you mean to crash a server then yes, it's called a DDoS and there's nothing any application can do to stop it except good firewall rules.

I'd like to note that most of these attacks are theoretical. There has been a (questionable) attempt of DDoS before and speedhacks can be stopped as mentioned/with moderation.

If graphics are sent from the server it means one of two things:

* Graphics are sent from the server and into a temporary image. Which means you could edit it anyway.
* Graphics are constantly streamed from the server, used, and then discarded. That's silly, highly inefficient. It's a neat little experiment but the amount of bandwidth you'll use is crazy. You could have a firewall capture the packets, edit them, and then send it to the actual client, which is far too much trouble to just change the GUI.
