do you know how to start npc scripting so that if you are a certain lvl it says this you can chioose what to say and it will react and when you get to a certain lvl it gives you information?

Ok i need some help I have looked in the scripting tutorials and I cant find a quest script help so that I can make a quest for them to to certain npc's. and is there a way for when they start out a menu pops up and says the controls some key pointers and how to talk to some npcs and now the npc problem I have seen hundreds of this question and no asweres so that when they click or press enter the npc tells them somthing about the game! please help give links if possible dont just tell me what others have.
