I'd recommend testing testing your server's upload and download speed, and that's pretty much the only important thing when hosting a server for Origins. There's plenty of websites that can help you if you're using Windows Server and have access to a browser.

Before the 1980s, the Department of Education didn't exist. Even now, states can fund themselves with taxes, services, and other income. For instance, we pay school taxes for our local schools. charter schools have fund raisers and local funding, etc.
Excuse the strawman for a moment, but if you've ever played SimCity (I was playing SimCity 4 the other week) you'll find quite a decent amount of ways to make money to fund your schools without a Federal Government coming in and giving you money. Actually, when I do end up getting "extra" money (be it through cheats, loans, etc, in the game) I usually spend more than I can handle, and my cities end up failing, but I digress. -

There is a good chance most of those resources will be gone unless Megaupload can recover them [here](http://109.236.83.66/) or if the original creators can re-upload them.
A while ago, I spent quite some time downloading several Eclipse resources, so depending on how old the item you're looking for is, I might have it lying around. -
