Lol packet problem

Well I don't post here often anymore, but I've got kinda a serious problem. The project I'm working on, when I came to work on it, is using EO 3.0, and when you use a spell, there's a 1-3 second freeze when it should cast and play the animation before it actually does. So I went back to the oldest release, before I even started working on it, and it still takes forever. I tested on EO 2.0, and it is fine. Tried lots of different things…can't really see what could be slowing it down. It just takes a long time...beats me why.
