Multiple issues

I do hope this is the right board to put this on, please correct me if not.

anyways im getting a few problems with my game (client) on EE 2.4

1\. even if you get the amount of exp to lvl up it wont lvl you, instead it'll say e.g. 170/162
2\. When you do level up (which the only way i can is through the mass level feature on the server) it wont let you apply stat points to a stat by clicking on the red +
3\. I cannot talk to friendly npcs no matter what button i press.
4\. I cannot activate a quest even when im standing on the square that it was supposed to be on. (also though this isnt really a bug is there some way i can alter the quests so that you get them when you talk to npcs?)
