Server offline on windows 2000

~~well I am completely stummped and have no clue what is going:
**I have port forwaded** <– if anyone says port forward in this topic they will get a /slap

so I have 2 laptops my main laptop and a old laptop now deemed the server laptop.

I port forward the ports 4000 for the server laptop it works fine. I try to connect with my external i.p no luck.
I then change it so I open the port 4000 on my main laptop. I load a client on the server laptop and I can connect with the external i..p fine on the main laptop.
I try connecting to the server laptop with a client on the server laptop with the i.p 127.0.0.1 it works fine.

I have registered everything
I have port forwaded
Iocp .dll is 100% registered
Everything in the config file is fine

any ideas as I have no clue what to do~~

Can someone remove or lock this I figuered out what the problem was 2 days of being out smarted by a firewall.
