Npc info giver/in game quiz quest maker

I need an npc who will give information via a menu and an in game quiz quest maker.

I need one npc who will give pc’s information via a conversation menu.
For example “what do you need to know about? The city/area/people”

And I need quiz quest maker for admin’s to make quests that are a series of questions (Variable number chosen by admin) and give a score for rewords.
  This is a side project for my seminary school so the students can interact and practice for tests.

Please help.
