How to turn on the server?

i cant enter the game because the server is off

Go into the server folder and open the server -.-

And if for some reason you are using CS:DE don't xD Compile if you wish to continue with it

If he's using CS:DE there's no executable for the client either, thus nothing to notify him of the server's absence. I highly doubt he's usings CS:DE, but if he is somehow, then I highly advise him not to. You shouldn't try to run before you can walk.
