If I were to rebuild the engine's sprite system from a single preloaded image split into 16 motions to a preloaded folder containing .gif images of a single sprite (for each sprite) where each gif pic would have a different use, would it slow the client down? if so by How much?

Probably. Note that you're going to have to find out how to loop through the frames. Overall I think that the whole idea is without merit: you get a slower speed for a small file size. If you want the file size, you could load a JPG (100% compression of course) to get a lower file size with better speeds than loading the .GIF.
