1.The easiest way would probably be to make a script in aponplayerlevel or something like that. Although im not shure if there is a script for learning spells.

2.The change in HP, depending on if you set it as a kill spell or a heal spell.

Yes it does, Goodies and Baddies. This is in the NPC editer so NPCs can attack eachother. Baddies also attack players if it is set to attack on sight.

As for the OP, that would require a sorce edit somewhere along the lines.
