You can download Gimp and use the scale image then double the x or y value, it's how I do it, though you might have to resize the layer to fit the image after that, I don't recall.

Cutting it up into separate images is awfully easy. I encourage you to learn how to do it yourself. You can use even the most simplest program such as MSPaint. ^_^

I resized it with mspaint afterwards, because doing that programing-wise would be excessive. ;P
