When ever i send my friends my client they always have to install the library files again, what am i doing wrong? what can i do to fix this.

Lol i saved microwave smiley at end because i was getting annoied that it didnt work lol and i downloaded it 3 times and still same error xD, and im using XP so do i still have to trun off user controls? and yes it is a runtime error when i run server (but client works fine lol)
