I have that problem in my slow computer. If the server runs with low CPS the NPC's dont move.

You need to edit it with VB6 and compile the game again.

Make the CoolDown the same as the duration.

There's no way to edit Eclipse without vb6. Just navigate trough a bay of PIRATES
